The Saudi Ministry of Human Resources and Social Development announced the start of implementing the decisions to localize the activities of restaurants and cafes, and to localize supplies and central markets, as of Saturday 02/25/1443 AH corresponding to 10/221 and the end of the grace period specified for the two decisions.
The ministry said that these decisions stem from the ministry’s keenness to provide new stimulating and productive job opportunities for male and female citizens in various regions of the Kingdom, and to raise the level of their participation in the labor market in accordance with the objectives of the Kingdom’s Vision 2030.
She explained that the percentage of Emiratization for restaurants (restaurants with service, banquet kitchens, fast food stores, and juice stores) with independent or mixed buildings is 20%, and if they are inside complexes and closed commercial centers by 40%, with the exception of the excluded professions; The percentage applies if there are 4 or more workers in a single shift inside the outlet in all regions.
While the percentage of localization for cafes (serving drinks, ice cream shops and ice cream) with independent or mixed buildings will be 30% of workers in all professions except for the excluded professions, and cafes with complexes and closed commercial centers will be 50% in all professions except for the excluded professions; The percentage applies if there are two or more workers in one shift inside the outlet in all regions. As for the roaming food cars (ice cream cars, drink vending cars, food vending cars) they will be 100% of all workers and there are no exceptions. The percentage is fully applied to all regions.
The Ministry indicated that the excluded activities include (cafeterias, food preparation and preparation or “catering” contractors, catering operators, canteens and cafeterias in factories, offices, hospitals and schools, restaurants and cafes inside hotels, apartments and hotel villas); And that the excluded professions are (cleaning worker, loading and unloading worker), provided that their percentage of workers in the port does not exceed 20% in one shift with a commitment to the uniform, and that the worker’s profession is written behind the uniform.
The decision to localize supplies and supermarkets included all supplies whose area is not less than 300 square meters, and supermarkets whose area is not less than 500 square meters. In this (first) stage, work in sales outlets is restricted to 100% of Saudis in professions (customer accountant, accounting fund supervisor, customer service “customer relations / trusts”), and work in outlets is limited to Saudis at 50% of the total number of employees. By profession (Department Supervisor). While the second phase, which begins after 6 months from now, includes limiting work in sales outlets to 100% of Saudis in the profession (section supervisor).
And limiting work in outlets to Saudis at 50% of the total number of workers in professions (section manager, assistant branch manager, and branch manager).
